Make Citra build with MICROPROFILE_ENABLED set to 0 (#1709)

* Make Citra build with MICROPROFILE_ENABLED set to 0

* Buildfix with microprofile kept on

* moc did not like a dialog to conditionally exist.

* Cleanup

* Fix end of line
